MLB Century
CONSTITUTION AND BY-LAWS 10/22/2000
The purpose of the MLB Century is to have fun. Team owners take control of a MLB franchise via the teams GM and manager. All members are expected to maintain the integrity of the league and pursue the highest standards of sportsmanship and ethics. Members are required to own OOTP3. It offers reports, sorting, and the ability to make lineup changes via export that the web site does not offer. The game also features a financial system that we are not using in MLB Century. This game incorporates features from two of my favorite all-time games...APBA and Baseball Mogul.
II. LEAGUE STRUCTURE
MLB Century is currently a 16-team League. Expansion may be possible down the road. Way down the road.b. Franchise members will be expected to follow the policies and procedures laid out for league season play. An overview will be provided to guide in the smooth operation of the league with the transferring/submitting lineups to the commissioner or league Presidents.
LEAGUE SCHEDULE
The league schedule will be played over a 5 week period with a one and a half week break during the off-season. Rookie draft (via Chat Room) will follow the break. This is not set in "stone" and we will speed up or slow down in order for the majority of members to have the most fun.

The commissioner is the chief officer of the MLB Century. The commissioner's responsibility is to ensure the smooth running of the league's operations by overseeing any and all facets of its operation that he believes necessary. These powers include, but are not limited to:
Review of any league infractions, protests, or questions in a timely manner with the goal being to reach settlement to maintain league harmony and unity. If necessary, the matter will be forwarded to the Rules Arbitrator. The Commissioner will only rule in the event the Arbitrator is involved.
-Maintenance and construction of the league's website
-Organizing and running the Foundation Draft and annual Entry Drafts
-Editing players prior to entry drafts to avoid anomalies
-Posting updates to rosters and statistics through the web site.
-Ruling on protests or referring to the Arbitrator.
-Recruiting and orientation of new members
-Management of league finances
-Updating the league constitution
-Handling seasonal rules changes
-Any other items he deems necessary to the best interests of the MLB Century.
-The commissioner shall be empowered to act unilaterally in the best interests of MLB Century
a. Commissioner's delegations….. The commissioner shall have the authority to delegate any of these duties, named or unnamed, to another league member.
b. Term -- the commissioner shall remain in office until either of the following occurrences: 1) resignation of the position, or 2) removal by a super-majority (75%) of league members in good standing.
V. Drafts
The Rookie Draft will work as follows:
a) Annual/Rookie Draft
1. Draft procedure -- Each season's Player Draft will consist of 5-6 rounds (plus or minus 1 in given years).
2. Draft order -- The team with the lowest winning percentage during the preceding season will have the first selection the Player Draft. Ties will be broken by tiebreaker. The AL and NL Champions will set slotted in the last and next to last position based on World Series winner, regardless of record.
Tiebreaker for Tied Team Records.
Run differential:
Team A (R-RA) greater than Team B (R-RA) then Team B gets higher draft pick.
If this happens to ever be equal, the next tiebreaker being whoever has the greater runs.
3. Draft will be a straight draft. (1st pick will have the 17th pick, etc.)
Any team failing to attend the draft and if the team has not submitted a draft list will have the teams next #1 pick dropped to the end of that round.
VI. Rosters
a. Roster Makeup -- Each team shall be responsible for maintaining a 25-player active roster as well as farm system and DL. There is no MAXIMUM roster size. The movement of players between the major league club and the farm team may be accomplished at the owner's discretion; the only exception being that movement between the two teams may not take place during sim period.
b. Player Usage – Completely up to the owners decision. Note: Minimum 4 man rotation
Fielders may not play at other unrated position (see Position Training). Fielders can be trained at other positions while in the minor league (up to 2 per year).
Stolen Bases also can not be set to "Very Often"
No limitations on player usage, but that is factored into injuries and performance.
VII. Trades and Roster Management
Trading is encouraged in MLB Century, in accordance with the following rules: (The web site has links to everyone's email address. Click just right of the team's hat on the web site and the team's email address will automatically enter in your web browser email.)
Trades may be made between leagues and must be reported to the commissioner by both teams within 24 hours of each. The managers involved in a trade are responsible for observing the 24- hour deadline. Should managers violate this rule, the trade will be voided. The 24-hour deadline shall begin from the first receipt of a trade notice by the commissioner.
A team may trade draft picks. No more than 3 Draft picks from any year can be traded. Trading draft picks up to two years in advance will be allowed.
Trades may not include players-to-be-named later, loans of players or conditional exchanges.
Multiple team trades may be made provided all teams report to the commissioner within the above-mentioned 24-hour deadline.
Trades do not have to involve an equal number of players or draft picks. However, by the start of each sim, all teams must be at the prescribed 25-player roster limit. Failure to observe this rule will result in the trade being held until all rosters are in compliance.
The commissioner with one of the League Presidents shall have the right to veto any trade he/she deems contrary to the best interests of the league.
During the season, teams may trade up to including the series which is scheduled for July 30th of the year. While a trade may be reported and acknowledged, it will not be consummated until all games of the sim are completed.
Roster size on September 1st is limited to a maximum of 40
players.
Games will be played via computer simulation. Lineups channeled thru the Commissioner for each series of 2 week sim. Players may be called up from or farmed out from the minor league roster only before/after a sim, not during. Games will be played with the INJURY factor for the last week of each sim and during the World Series.
The Commissioner or a league President will serve as the distribution channel for all manager profiles and lineup changes.
a. Responsibilities -- Managers are responsible for submitting lineup changes from the league’s website or to the commissioner via email at the conclusion of each sim or as the owner/gm sees fit to make adjustments.
b. Penalties --Should a team continuously not submit any lineup changes without reporting an extenuating circumstance to the commissioner, penalties may be assessed according to the following schedule:
First offense -- warning
Second offense – dropped to last in the upcoming entry draft
Third offense -- loss of franchise (with his or her League Presidents approval)
While the MLB Century Constitution is intended to serve as the rules of play for this simulation, it is not intended to be inflexible. Each year, the MLB Century owners may suggest changes to this document in the form of resolutions to the commissioner prior to the start of a new season. Prior to each entry draft, the commissioner will be responsible for setting up and administering a rules meeting to discuss any changes suggested to the Constitution.
